My new apartment supposedly has fiber optic internet, and when I try it on testmyspeed.net it said around 70mb/ps. But I'm downloading Titan Fall for some reason and its only getting 2.5. I'm confused.

70mbs is around 8 megabytes. Chances are a form of flow control is in effect at the apartment complex so everybody gets an even cut of the available bandwidth in times of high load.

Otherwise some jackass could be torrenting spider man 3 and eat up all the bandwidth.
