I'm running openbox right now, and I was wondering if there is any way of using a gif as a background without it only displaying the first frame (and obviously without it covering up my right click menu)

Yes, with imagemagick "animate" command https://www.imagemagick.org/script/command-line-options.php#write

Would be something like this
animate -window root ~/wallpaper.gif
put that on your .xinitrc
