I'm building a PC and know nothing at all this guy near me is selling these parts at these prices the original prices are all correct, Would it be worth it to buy these? He says they are 4 months old.

5 is enough as no program can use more than four but you want dual channel and need an even number like eight for that.

Yes. 16GB isn't needed unless you plan on running 20 resource draining programs in the background. 2 is enough for the operating system and basic tasks, another 4 for gayming if you're into that. So 8 should be enough for anything really.

He is giving you good deals on the parts themselves; problem is that they're more expensive than what you'd pay for what would result in same real world performance.
You should go for a case you like, as it'd likely to be cheaper too, but if you really want that case in particular, it's a good deal.
PSU is overkill (A single card setup won't draw more than ~450w for sure.), you probably won't need the CPU closed loop cooler thus can get a cheaper air cooler. (Plus CLC's can die quickly so it it's used you should be wary of that, it's usually the pump borking.)
If you can find a cheaper ram kit online, it's probably better as there's very little difference between ramsticks beyond speeds they're sold at which is easily changed through uefi/bios anyway.
