I need to setup a Linux VM. I'm looking for a lightweight distro that doesn't take much disk space and resources. I tried Lubuntu but it took 9GB of disk space in the end. I don't have time to setup Arch from scratch either. I'm also thinking of trying Debian with the bare minimum installation requirements. What do you recommend, /g/?

I'd go stable. Systemd is like a PMSing biatch.
I recomend Porteus. I think its much more polished than puppy and looks better out of the box. You can "build" the iso on the official webside with a nice little web gui.
The installation is realy easy. Just extract the iso to the drive and use the install porteus script. This works on linux and windows btw.
