you could literally do it through an an audio app on your phone like garageband or something, pitch shift it down, add whatever effects, and you're good to go. honestly the hardest part would probably be rigging the speakrs on your person so you could walk around using it. singers and rappers have real-time auto-tune, it's the same thing except you'd be pitch shifting instead of tuning.

IIRC you can get a voice changing collar that works by vibrating your throat as you speak. Probably highly uncomfortable to wear for an extended period of time.
