SNES chose cartridges because they're 10x faster (2.5 MB/s in 1991!) and allow better DRM.
Playstation chose cartridges because they allow 100x the storage for 1/10th of the cost.
SNES developers paid per byte, and had no way to play sampled music or video cutscenes anyways.
Playstation developers paid flat rate for 650MB and were encouraged to add pre-rendered cutscenes and fully sampled audio tracks.
