1. What is the best sort of dial-up modem available?
Last I used one it was 56k, but since I moved on from that shit years ago maybe there's something better now, I don't know....
2. Assuming I have a hard line phone connection in my house can I even still use dial up? In that past AOL provided this connection service for me, do any companies still do this?
3. Would websites I visited know about my slow connection and direct me towards a simpler alternative instead? If so how would their server know what my specs are in this speculative scenario?

Dial up peaked at 56kbps, although there are some methods that can utilize compression to make the connection "faster". Some companies in america still offer dial up services IIRC.

plain voice channel dial up networking won't ever get faster, as the underlying network has likely (depending on area) been replaced with digital hardware, which has locked it in place
that said, there are other technologies which run over PSTN lines, such as ADSL, which can do up to 24/3.3 down/up in Mb/s (if you live right next to a DSLAM)

If I'm remembering right, the speed bumps past 28.8 were mostly from hardware compression. Add on the fact that most places in the world don't have end to end analog copper: even if it's copper to your house, it's converted to a very lossy compressed digital audio stream shortly after it leaves your house.
Modems on a modern telephone network will be worse than they were when 56k came out. So don't worry about best, and get a generic USB modem. They're cheap.
