OP I literally was working on this issue, do you by chance have an MSI board with killernetworking on it? You may need to update the drivers on the killernetworking card. I am talking about completely removing whatever killernetworking shit you have on their now and just reinstalling their killer suite http://www.killernetworking.com/product-support/driver-downloads

Err... no, actually. Unused CPU time is time the CPU gets to sit idle and use up less electricity. If your CPU is at 100% all the time, it's going to use a shit ton of power, and probably generate a lot of heat.
