I live in the UK and the GTX 1060 is £260, RX480 is £240.
The RX 470 seems to be at an attractive price point of £205 inc shipping.
Now I have a 4th choice, I can buy a GTX 980 for £200 shipping.
I'm currently on a GTX 770 2GB. At the moment, the biggest issue I have with the 770 is the 2GB RAM. Games like GTA V use more than that with the settings turned up.
At the moment I'm leaning towards the GTX 980 as it's the cheapest and I don't have much money to spend on this.
Which GPU is the best to go with on a budget?

At that price point I'd go for the GTX 980. The RX 480 is still hard to come by in the UK unless you're willing to pay a stupid amount over MSRP.
The GTX 1060 is not really worth the extra £60 for what is roughly the same performance. The 980 edges out the 1060 in most games by a small margin anyway.
The RX 470 is overpriced, don't bother with it. AMD should have launched it at £149.

The 980 is still a very relevant card despite Nvidia now referring to it as legacy.
The 980 is a good card, but you've mentioned GTA V. Have you considered the R9 290? It's got the 4GB memory but it's going to run you just over half the cost of a 980.
The 390x is also worth looking at.

I am however hoping the RX 460 starts under $99. That way I can pop it into my ITX build.

OP here, I decided to get the 980. mfw I'll be on legacy for a while.
The 1060/480 were above my budget anyway.
The RX 470 feels overpriced now as I have looked at the benchmarks.
The RX 460 really needed to be $99 USD. Unfortunately it seems AMD couldn't pull this off.
