I tested it personally. and comparing side-by-side, you can immediately spot the difference, even without tools.

But to make things even easier. Go take an reaction time test. There's plenty online. Do it with a low-delay mouse on a display with a low delay, and with a 'normal' mouse on a 'normal' display. You'll quickly see that there's a roughly 40ms difference between your results.
That may not matter for desktop usage, but in gaming, that's the difference between having to lead a head shot, or aiming straight at the target.
