ECG pads and an oscilloscope. (Or if you need the data in your computer, get a desktop multimeter with a serial connection.) Don't try to DIY it, I test-built a similar device for a DIY magazine and it didn't work worth a damn.

If you're trying to track peoples' eye movements, get a really good high-quality webcam and use computer vision.
