To split the blame. Let's say a group of ten people hack the shit out of some organization, but the individuals are all over the globe... who do you go after first? How do you solve the logistics of trying to apprehend people from various countries each with their own laws? Factors like these alone create a buffer that may let these people get away with stuff for a long while before enforcement entities with long reach can do something about it.
