My GTX1060 is staying at 1544MHz clock speed even when I'm not gaming.
How do I get it to change performance level so that it isn't sucking more power and running hotter than it needs to?

Well if it's anything like the 9xx series, if you have 3+ monitors plugged in or run a 144+Hz monitor it's gonna keep it clocked really high even at idle.

While they provide graphics card, they don't provide overclocking software for this so you are out of luck.

Still, the card should be going into the low clock 2D modes without an overclocking software.

I literally don't need a 1070. I'm not going to play any games that will give me unplayable framerates on the 1060. Hell, I probably won't go below 100fps on this thing.
And the issue seems to have resolved itself, for now, maybe. Currently sitting at 177 core 202 memory and a comfortable 38C.
