Because of the way USB2 headers are designed it would be possible to put the USB3 front panel plug on it, if they had designed the pinout to be compatible if placed correctly there's no reason why it couldn't have been done, after all USB3 is the same as USB2 with four extra pins, the socket is backwards compatible so the pinout could have been made so as well.
