R5 230 is only 19w, can't find the power consumption of the laptop variant, but I'm pretty sure it'll be possible to run the pi with the 230m off a 10w adapter.
Oppo voop chargers are 5A 5V, plenty for this.

Forgot to say, the 230 peaks at 19w, you could always reduce that with a custom power target, like they did with the nano.
