the i5 at idle seems a little wierd, but 60c is perfectly fine, my 3570 gets up to 70c with a stock cooler while oc'd, they usually can get up to around 85c before it gets bad

My 6600 runs at 23C~ idle and 40C~ under load.

This is probably the issue. Thermal paste needs to be reapplied every few years, make sure you get a quality thermal paste like Arctic Silver 5.

Does the 6950 seem like it's doing okay? Usually I leave it at 50% fan speed while idle or doing anything except vidya, then I crank it to 70%. Keeps it under 70c.

The 6950 seems to be alright. GPUs typically have a much higher thermal ceiling than CPUs.
Either way, while you're replacing the thermal paste on your CPU, it wouldn't hurt to do so with your GPU. Most GPU coolers can be disassembled relatively easily. It's the same set-up in essence to your CPU. A heatsink attached to a processor with thermal paste.

We dont know at what RPM your fans are running.
I have 212 Evo with NF-P12@1100RPM, 2500k@stock, [email protected], 33-38C idle, 52-55C after 24h of prime small fft test.
Sandy Bridges have fairly high stock vcore, which you can almost without a exception lower quite a bit. I have eight samples, their VID is 1.21-1.26 and all run fine at stock with 1.15V or lower vcore.
Of course, there is the ambient temperature, case and case fans that have a say in those temps.
Even the shittiest paste will last a decade without any change in conductivity (two of my sandy setups have pastes applied in 2011, NF-UP12's with NF-P12@1100RPM and their temps have not changed a degree. Yes, i've recorded the temps, every three months or so).
It doesnt hurt to change it though, especially if you have not installed the heatsink yourself, so you dont know if its installed correctly.
