Is it safe to dust a mobo with a brush? I heard that even touching an electronic board may cause short circuits.

Just don't use a hard bristles.
Just wash it in the sink like everyone else.

This, during design and testing for Radio communications compliancy, the device needs to be able to accept interference and one of the tests is to handle 20,000V discharges directly to the motherboard all around.

I use a soft 2" paining brush to dust off motherboards and fans. Works well for those that have been neglected and/or have been around heavy smokers.
use brush made from squirrel or horse hair.
