I use TinyWall to whitelist connections.
When I look at the block list, I noticed "94.23.193.135" was blocked from System. When I visit the site, it takes me to an ftp layout. When I click 'seed' it asks for a login, stating something about "rutorrent users".
What exactly is going on?

The only thing sketchy I've used is KMSpico, which is a Windows activator. No clue why my system is making outbound connections to it, especially when I have nothing running, and most of the default windows services only

I think I can take a guess based on what little information OP has given us.
Sometimes leecher clients (such as rutorrent) will attempt to connect to an IP from the list of peers, even if the peer is reported as offline.
Now, if that rutorrent client is running on a seedbox, and that seedbox has the torrent client's ftp function enabled, it'll turn its landing page into the directory view. Ergo, vis a vis, ipso facto giving us the situation we are presently in the process of witnessing here and now.
