Windows 10 is free because MS wants a large install base on systems capable of accessing their app store so that stuff actually starts getting made for it, which will in turn finally give Windows Phone apps thanks to everything being a UWP while also earning them a cut of PC software sales which they've been trying to get from Steam for years
