There are budget VPSes that will be perfect for this use case that are way less than $15 a month. VPS prices are all over the map. An alternative would be to look into seedboxes if you're planning on using it to pirate; they have the ability to safely torrent (providers sell them for that purpose) and you could use it as a VPN just as you could with any other VPS.

Not really an expert in either, but:

If you want cheap VPSes in general (wouldn't suggest torrenting on them), I'd use DigitalOcean or OVH, but there are plenty of other good hosts. I'm not too knowledgable about seedboxes, you might wanna stop over by /ptg/ for that (or wait for another response here).

On linux you can set up netns to run a VPN for some applications and none for others. For example, you could run the VPN by default, and set up a separate namespace for trusted applications. Configure a static routing rule to route traffic from the trusted netns directly to your physical interface and not your VPN's tun device.

Or do the exact opposite, configure a namespace for things you don't trust and run the VPN in there (with a route configured to drop all traffic leaving the VPN except for traffic coming from the user you use to run your VPN client). That approach "fails closed" in that, if your VPN dies, programs in the sandbox namespace won't fall back to using your normal connection.

Don't forget about setting rules for IPv6 too (or to drop it if your VPN won't support it).
