I recently bought a gtx 1070 and found out my shitty cpu i got back then with my pc is bottle necking my gpu...

Should I just upgrade my AMD Phenom II X6 1055T to a better AMD CPU or just go full intel and save up for a motherboard and i5/i7 cpu.

Please don't tell me you actually believe Zen will be good. Current AMD was supposed to be good and you see how that turned out.

AMD will do what they are doing now, Zen and Vega won't try and directly compete. Instead they will just try and bring last gen NVIDIA and Intel performance to their current platform.
