What I really get stuck on is the socket.
I know that whichever I'm going to pick the other one will be better to upgrade from in a few years.
Currently, the choices are between AM3+ and intel 1151
There are more affordable and also higher preformancer options if I get a mb with the AMD socket because the 1151 is relatively new and doesn't have as many processors to pick from.

You have a budget, and you can tell what mobo+CPU+RAM will fit into your budget. Get the better combination that fits.

That's the plan, I just prefer to not have to buy a new mobo in a few years just because I wanted to save a fistful of dollars
Looks like I'll try to get as good a chipset as I can for my money with the 1151 and then work my way on from there
one of those dual-core apu's like the a10-7850k are pretty good for general computing.
but go intel if you actually care about performance at all

He's right. I bought my mobo (Asus M9A5A) in 2012. Has AM3+ support.. Never got an AM3+ CPU though.
