How can my CPU performance degrade after 5-10 minutes of boot

How can my CPU performance degrade after 5-10 minutes of boot (whether I open any other programs or not), if the core frequencies aren't changing?

How can it be throttled without the clocks being changed?

Temps are never over 70 C.

And anyway, if there was thermal throttling, wouldn't that be implemented as reduced clock frequency? My clock speeds are not changing.
