Some BIOSs wont show removable media as a boot option unless it can detect that what is currently connected is bootable. Try re-imaging the USB drive. also check elsewhere in your bios to make sure that you have USB booting enabled, and check to make sure that your UEFI/Legacy boot settings are appropriate.

Google the Windows 10 media creation tool and install the windows 10 onto your flash drive. You should then be able to install windows.
