No, using a VPN doesn't decrease data usage. There are some services that will preload what you request and compress it however.

I'm not trying to decrease data usage, I'm trying to increase my bandwidth from a paltry 16KB/s to something less dial-up-like. Turns out if the carrier throttles data via a file on the phone, a root can delete it so fingers crossed.
