You don't have to. Just install the service and select which folders you want to use as libraries. You can access it via browser or one of the apps. Unfortunately the apps cost a bit of money but you can always pirate them.

You can't manage content via Plex itself but you can use owncloud to manage the content in the libraries itself. For dns you can use an nginx redirect to access it. However multiple account unfortunately are a plex pass future which requires you to pay 5 bucks a month which isn't that much but a bit of a shame.

Yes they can stream from you. They just create a plex account and you add them to your friends list.
