I'm going to a place without internet for a week and I don't have a laptop, is there some kind of cheap device I can buy to connect my USB external hard drive to and watch movies on?

You can even use your phone for that thanks to usb otg. I have connected a usb 2.0 hdd enclosure to my phone to watch a movie once. Surprisingly my phone could supply the hdd with enough power without burning itself.

My S5 could handle it and I haven't had any problems since. Usb otg also works with flash drives too so you could do the same thing with a 64 GB flash drive unless you need to have ~2TBs of data with you for some reason.

If your phone is Android you can use an Otg cable like in pic relayed and play movies and files off of it on your phone.

Most modern TV have the ability to read files from a thumb drive / ext. Hard drive but I'm not sure if it's enough power in your case.
Just try to find a cheap set top box that can play external media (a game console, a Roku (not 100% sure), etc.
