When it comes to a low level API like vulkan or dx12, if an architecture of GPUs is performing poorly, who's responsible? The company that makes the GPUs and drivers, or the game developer?
Sorry for posting another GPU thread, but I'm curious who's responsible for the poor performance of keppler with vulkan.
Also, will older cards like gtx570 or HD6870 work at all with DOOM, or do they not support the instruction sets required?

Drivers matter less with low level APIs. That's why AMD's garbage drivers hold their cards back less.

Hence why Nvidia and AMD seem to be cooperating on DX12 and Vulkan for a change
AMD has the upper hand with low level optimization since devs have been doing this for amd hardware for a long time and even moreso this gen since 2012.
Only game that runs like complete shit in DX12 is RotTR everyone gets shit performance and the game is 'cpu bound' in a 4ghz i5 4690 apparently fucking pos game

a favorite saying of mine that i've learned in my professional life is that it's "better to fuck up than to fuck down"
it at least shows multi-gpu users that there won't be any negative scaling; it shows that they don't need to disable their setup to play doom; they can just leave things as-is without losing anything
