Even the GAO determined that data caps don't do fucking shit for actually managing a network - and even if they did - static caps for everyone is a shit way to do it.

comcast support is horrendous. the 30+ year old cable run to our house was becoming unreliable and had already been patched a couple times. for months we'd call them about our degrading internet/tv performance and they'd refuse to do anything but redo the patching. it got so bad that our tv and internet would be out half the day every day. they refused to do anything about it because everything would "be fine" when their service tech showed up. they'd take a reading and leave. we'd tell them over and over again the line to our house was 30+ years old and begged them to run us a new line and they would never even accept that there was a problem
