He's probably just memeing. This (or a usb adapter for the AV on your existing vcr) are the only actual way you can watch VHSes on your PC. I've never tried it, so I can't say whether its good or if you can do anything buy record off of it, though you can certainly play a tape through and watching it like an old vhs player with all the analog tracking and what not.

Preserving VHS is always a challenge. People who dedicates to this use high-end S-VHS equipment (because they track tapes better) and Time Base correctors (to stabilize the picture) to extract the last bit of quality of the tapes.
