I'd like a chan that live updates individual threads as they are posted in, as well as the order of the threads on the page.

A lot of people here on /g/ use chan's due to it being anonymous and very lightweight. Adding lots of bloated features that can be implemented cleint-side, for example via stylesheets, is better done that way.
No need to make a new website.

7chan used to have that functionality built in years ago, back in 2009-2010. They got shut down for CP, though.
