Yes.
A monitor is usually going to last you for a long time, through multiple computers if you want. It's worth researching and investing in.
+1 for a quality IPS too, the picture can be substantially nicer.
21.5" is a good size for sitting at your typical desk. Last time I was shopping for monitors I had a bunch of cash and almost went for 34" ones but after holding a tape measure over my desk for awhile I went with 29" ones which is still almost too big.
