I've been using GIMP thanks to /g/'s advice, but I'm a little confused since adding lighting effects.

Pic shows some really annoying streaks that I have no idea how to get rid of. What's this effect called? Is there a way to make it not so shit?

I have no idea what you are doing. But if you are using the blend tool to create a color gradient, this should not happen. Pic related (made with GIMP).
