When I turn on the power supply and boot the computer, all fans spin, including the GPU, but the CPU fan, and it will not boot.

What could be causing this? Motherboard? CPU? Power Supply? What should I do to troubleshoot?

What's the best free VPN that allows torrenting? I know, I know, free VPNs suck and there are good paid ones for pretty cheap, but I don't have any money at the moment and am fine with anything as long as it's not unbearably shitty. I wanted to clarify, it is not booting up to bios or anything. When I flip the switch and power on, fans spin, but the monitor does not wake and the CPU fan does not spin.

So
1. Does the CPU need power for the computer to boot to bios, or can you boot to bios without the CPU?
2. If it was only a fan error, it would boot to bios and then read "fan error" right?
3. I'm thinking it's most likely due to power not getting to the CPU. What could cause this?

Sometimes when I suspend my computer, then wake it up, it won't connect to wifi.
Then I have to unplug my usb wifi and plug it back in.
It's like it cuts power to usb then never turns back on.

What you're really losing out on is if you get a locked CPU and a motherboard that doesn't support overclocking.
If the money you would save from going Haswell and not having to buy RAM is enough to step it up to a K edition CPU and a Z97 motherboard for roughly the same price as your Skylake configuration, unlocked Haswell is a much better purchase than both locked Haswell and Skylake.

Local shop had a discount shipment of R9 Nano's for 350 euros. For comparison, RX 480's cost almost that much, 970's are 400 euros, 980's/1070's are around 520-560 euros. I assume this is pretty good deal. I have mATX case and R9 285 currently so cards dimensions needs to be considered and the performance boost is pretty significant.

Then I made a tine page with a videojs player with flash as default and dash/hls fallback that points to the server.

so all you need to do is stream to your nginx server with OBS/ffmpeg or anything and everyone can watch it then.
if you're hosting yourself mind your upload bandwidth, so set the bitrate a little bit lower than your upload speed divided by each viewer, not counting you.

I used to do this on twitch with password protected channels, but they got banned too often.

Ok so I just installed a new cpu cooler which required me to take the mobo out and disconnect all the stuff attached to it

I have an SSD for OS+some programs and a HDD with an old OS installation and other stuff

When I finally installed it, and connected everything back my PC booted into the HDD, which i thought was weird, and the SSD didn't show up neither in the BIOS or device manager.

Then I switched the sata ports for the SSD and HDD and now the PC booted normally into the SSD but now the HDD doesn't show up anywhere

I tried another sata port for the HDD, to no avail

So, I'm a c/c++ programmer, and I have very little experience with this kind of stuff, but I wanted to get some experience and make something useful for the family to use. I thought I'd try to get a login based file server running (I have very little experience with web servers, file servers, etc.) It's just something me and my immediate family can use to login to and upload/download files to/from anywhere over the internet (ie not just the local network). Nothing big, nothing too fancy, but it needed to be somewhat secure obviously. As in, a proper username and password is required before viewing, downloading, or uploading any files. I had a raspberry pi (with some extra storage for the family's files) laying around that I installed the LAMP server bundle on. I know how to write html/css, but for the login and file up/download part, I'm completely clueless.

I imagine this is too much to cover in one reply, so if I could just get pointed in the right direction, or some links to something that would explain how to do this. I've looked at several places, but I can't find anything specifically for what I'm wanting to do.
