in which version did exp-gdc fixed faulty lane-signalling or something like that, last time I was looking at this exp was considered cheaper but unreliable because of that, pe4c was recommended one, so when did this change?

Thunderbolt 3 doesn't have any lane signaling issues, this is why so many manufacturers are embracing it. Thunderbolt was built for this, it took 3 generations to perfect it.

300W PSUs are good enough. You can find those for like $10 sometimes on newegg after rebate. I use a 400W EVGA one, which is plenty for my HD 7950.
