got a old ibm pc with a empty hdd
got no spare hdd so i got to install windows on it but the bios doesnt let me change the boot order (bios probably 2000s years)
for a bios upgrade i need to use a floppy and if i want to install windows on the hdd i need to do it on another pc
is there another way to do it?

doing the bios upgrade is probably your best bet. you can buy a usb floppy drive that will work on a modern pc and a couple of disks pretty cheap on amazon
you should also look into installing linux on that thing.

You're doing it wrong. You can change the boot order in the BIOS setup since the 386 days.
