Looking to build a cheap pc, is it too late for the lga771 meme?

This turns out costing $130 less than a skylake i3 and mainboard, but with an oc it shouldn't be too far behind?

How reliable will these Chinese boards be? Probably refurbished, but it's nice that it's got 6 sata.
