Is this scenario possible? A home network that relies on a mobile hotspot for its internet access.

Obviously it's not ideal, but in the countryside the choice for internet is between: 4G mobile hotspot, satellite, and dial-up.

Yeah, my 4g is my main ISP. I pay $65 after tax for true unlim 4g from simple mobile. I don't notice any speed difference after 23 gb softcap. I just pirated the easy tether pro program and tether it to my custom rasbpi router. I suppose you could also tether it to a computer then bridge it to the ethernet port or something.

It depends on 4g signal level. Smartphones have pretty crappy radio chips and antennas. You may get much higher speeds with proper modem like huawei e3372 and 20dbi outdoor panel antenna.
