Placebo, the entire screen is still powered up, changing the color that is displaying doesn't mean shit for power saving, also, the process of injecting those black dots on the entire screen everytime the screen refreshes is probably more cpu/gpu intensive that not using it at all.
it's the backlight that consumes most of the power .
You already have the power to reduce backlight intensity, but that's a compromise almost nobody wants.
coloring pixels costs next to nothing in the grand scheme of things .

I agree that it's stupid and probably won't actually increase your battery life but it seems like this is meant for AMOLED screens where each pixel is individually lit so they're actually being turned off and no longer producing light at all, not just changing the colour of the screen to black.
