Just dead hardware. The voltages in use within a computer (maximum 12 volts) are not high enough to penetrate the human skin. You need at least 50 volts to do that.

The machine is grounded anyway exactly because of these things, so it's unlikely to cause you any harm, but I still recommend that you take care of it to prevent dead hardware. You don't want shit going to ground when it shouldn't.

Electrical tape should work fine. I wouldn't use regular tape like that, since it's not designed to be insulating (although it probably would with 12V, I still discourage it)

I did two. I took a close look at that side of the mobo and only saw two pins that may have possibly been touching but probably not. Either way system is running fine but then it also did before. Feel safer now though.
