You could argue it should be paid for by gov/taxes, but still in that case you are paying for it (just like you DO pay for water, etc via taxes). Infrastructure is very expensive to maintain. There is also a lot of administration to be paid for.

A 900 pair Sprint cable can be cut by a careless underground utility contractor without anyone knowing. Sprint gets service outage calls and investigates, usually finding nothing but the cut cable. If they are lucky the contractor called for locates/permits and can be tracked down, but usually they find nothing or cannot collect for damages based on circumstantial evidence.

This happens every day to varying sized cables and a 900 pair cable cut under a busy intersection can cost > $500,000 dollars and months to repair.

The cost isn't offset to the customers directly but with no money flow no one is going to fix the problems.
