If it's in an enclosed space (media cabinet or something), that fan won't do much. It'll just blow already hot air over the console.
If you have the console out in the open it should get enough fresh air to not require a fan, I would hope. Otherwise, the thermal engineers involved should be fired and blacklisted. Awful.
If you're having problems with your console the answer isn't to invest MORE money into it. It's to sell it to someone who is still under the illusion that it has a non-zero value and switch to PC.
