Fallout 4 works fine at 2560x1080 and everything set to medium/high on 4GBs of RAM and Windows 10. The only thing that is needed is disabling stupid unused shit running in the background like telememetry. This frees a lot of resources.

Two may be fine depending upon how heavily you browse and your preference on browsers. I would recommend four, but you may be all right with two. RAM is fairly inexpensive these days.
