Dont think its a meme but the gains are not that much as the pic suggests. Also depends how fucked your tilt is. I gained 1cm to 1.5cm from fixing forward head posture, curved shoulders and a minor tilt.

The important thing with stretches is not that you do a long session every time but make sure you stretch every day. I saw good results in 2 months.
Make sure you try to remind yourself to keep having proper posture while sitting, walking, sleeping etc. I never noticed but while I was sleeping I would tilt my neck all the way forward which made it a lot worse. If you just stretch you don't automatically start having normal posture. You have to condition your body again the stretching only makes it easier for you to hold those postures so keep reminding yourself.
