Maybe try losing some muscle first by getting a bit fat? I guess when you burn the calories off with cardio your arms won't be swole but simply 'fit'.

This. You can lose a ton of weight, and get really skinny overall, but your frame will still be very masculine as you won't have the fat placement of a naturally female body.

You'll just look like a skelly dude with shitty makeup. Have you considered therapy to just see where you are in terms of gender dysphoria? If you're only trying to do it for cosplay etc, there's lots of hip/but etc. pads you can buy to soften out your frame, but you'll still probably get clocked unless you're naturally androgynous.
