You just need a little bit of mass there (can be either muscle or fat) and have the muscular control to quickly contract your pecs. You really don't have to be extremely jacked. It won't look very impressive if you don't have Arnold Schwarzenegger pecs but you can have some visible movement with a shirt on.

As long as you have a decent amount of ANYTHING there (can be fat or muscle) you can do it by quickly flexing them. I could easily do it when I was fat, and not at all when I lost weight, but I can do it again now that I've gained some chest mass.

I am skinnyfat as fuck and have been able to flex my pecs since I was a skinny child, so, not very big.
