If I'm unable to overhead squat the bar is it probably due to my poor shoulder mobility?
It's probably hip mobility and lower back flexibility. Get used to getting yourself into that position with something lighter than the bar like a broomstick.

I can do a broomstick or something a bit heavier no problem. Bar seems a bit too heavy to do properly.
This exercise always looks like you're just asking for something to go wrong.
