Is there any cardio I can do indoors, with little or no equipment that is actually good.? I live in a frosty shit hole so I can't always jog. My house isn't great for jump rope either. I was thinking of saving for a rowing machine but it'd quite expensive for me just now.

Run up and down the stairs. If you don't have stairs, find a building close by that does have stairs.

If your up for youtube stuff, Jessica Smith TV is awesome. She'll kick your ass and has a lot of ways to do it. Did that for a year until i got access to a few machines.

Yes
The most effective exercise you can do indoors is not sitting on your ass. The vast majority of calories you burn from activity doesn't come from exercise.
Exercise is just something to shock your body so that it is put into a place where it goes into full emergency mode and has to repair the damage because it thinks that some bad shit is happening OR it is helping your body slowly build up to a place where it can perform certain feats optimally overtime.
The former leads to injuries and bad shit most times but it gets results, AT A PRICE.
The latter always ALWAYS produces results...after some long fucking years. It will tend to be so gradual that you don't even notice it.
Anyway, you can:
walk in place
Run in place
Do jumping jacks
Tae bo
Basic bitch living room workouts
Bodyweight circuits
Burpee ladders
Hot yoga
The list goes on.

I lived in Minnesota for 28 years and was a year-round runner for 10 of them. It sucks, but you gotta just do it.
