I'm also 18 and had the exact same issue, (still do to some extent), but I've been able to loose a lot of bodyfat and gain some muscle in the past 5 months. I started at 115 (5'9), skinny fat, but I had wide hips, and I think the cause is both genetics and high bodyfat. Eat at a roughly 300 caloric deficit while doing at least 30min of cardio a day and lift, and you'll be fine. Hips are the last thing to go, so it might take a few months, but we're all gonna make it brah.

This. Currently cutting. I'm at 33 weighing 161. When im from 150 to 160 I'm a 32.
Just keep cutting and your hip fat will go away.

Genetic. Men store fat first in the stomach and pelvis. There is a range of skinnyfat that makes you look ridiculous, where you're just fat enough to have an inflated belly and puffy pelvis, but not fat enough for your body to start storing it in other places to make you look evened out.
Stomach fat is the first to go because it is visceral, which is stored for short term use. Hips are last because they are subcutaneous and is stored for long term.

but since youre skinny, youre probably just too small in your upper body and it makes your hips look big.

work on a lot of shoulder exercises and back exercises (especially lats) and once you can get a nice v taper going your hips wont seem as wide

if youre like skele mode then dont cut imo, either do a recomp (maintain) or do a lean bulk (~0.5-0.75 lbs per week)
