I am new to /fit/, I've read the sticky a bit but I still have questions.
What's the best way to build upper body/arm strength? I'm 6"1' and about 215 lbs., probably around 21% BF with a 3000 TDEE. I can't do a push-up because no upper body strength, and the most I can lift reliably is a 10 pound dumbbell, and even then I can only do about 2 reps of 25 lifts before I get tired. Any surefire, easy ways to change that? Also my chest is kinda puffy, will that reduce if/when I start lifting?

/fit/ isn't half as active as I'd need it to be plus I really want to start working on this. I'm just sick of being out of shape to the point where I can't move my arms up and down on the floor. I want help.

It's pretty obvious that you should start off easy. Do inverted rows/aussie pullups for biceps and back. Pushups on your knees for chest and triceps. Be creative, it isn't difficult.
